The Challenge

Ofcom's strategic approach was to encourage individual ownership for development by integrating performance management, career development and access to learning and development. Ofcom designed and implemented a learning and development website called My Development Online and envisioned a career development toolkit to be fully integrated with their present offering. A unique challenge appeared in the mind set of colleagues due to differences in organizational culture and the shift to individual ownership in managing careers. Feedback gathered during the annual colleague survey highlighted their high expectations and the demand for actual career development opportunities.

The Insala Solution

Insala Consulting took a role in the Ofcom Learning and Career Development Steering Group to share experiences of other organizations and the model on how to create an integrated approach.

After creating an overall development strategy and model, Insala partnered with Ofcom to align appropriate resources, including self assessment tools, reference material and career coaching for individuals to access online that would be fully integrated with their present offerings in My Development Online.

With access to the online toolkit individuals are encouraged to:

• reflect on their performance review and development objectives,
• assess current skills, values and career goals,
• gain insight into their behavior,
• analyze areas for development in future roles and
• devise a practical development action plan.

The Results

• 28% of Colleagues are Users
• 68% have utilized Assessments
• 38% have utilized Career Coaches
